LONDON — On July 23, 2024, Council approved a Zoning By-law Amendment submitted by Westdell Development Corporation to permit the development of two new high-rise mixed-use towers at 1725-1737 Richmond Street, part of the broader Hyland Centre redevelopment.
The development represents the second and third phases of a long-term plan to transform the area into a high-density, mixed-use community.
The first phase of the development was approved two years ago, allowing the construction of a 22-storey mixed-use tower.
The new development will add two more towers, increasing the total unit count to 563 units across all three buildings.
Tower 2, a 22-storey structure, will feature 159 residential units above ground-floor commercial and office space. Tower 3, a 20-storey building, will house 178 residential units above similar ground-floor spaces.
Together, these towers will bring 337 new residential units to the area. The subject lands span approximately 4.6 hectares (11.37 acres) and are strategically located at the intersection of Richmond Street and Fanshawe Park Road West.
The site features substantial frontages, including 277 metres on Richmond Street, 169 metres on Fanshawe Park Road West, and 400 metres on North Centre Road.
Parking and amenities have been thoughtfully integrated into the development plan. Although the exact number of parking spaces is not specified, all towers will include parking facilities, with two levels of underground parking and three levels of above-ground parking within the podium.
To accommodate the new towers, Westdell had requested several changes to the zoning regulations in place.
The approved development includes rezoning the land from “Associated Shopping Area (ASA1(5)), (ASA2(3)), (ASA3(1)), (ASA3(15))” to a site-specific “Business District Commercial (BDC1(_))” zone.
Special provisions are requested to permit a maximum building height of 22 storeys (80.0 metres) for Tower 2 and 20 storeys (69.0 metres) for Tower 3, which significantly exceeds the current limit of 12.0 metres.
Additionally, a maximum density of 310 units per hectare (UPH) has been approved, whereas no density limit existed for the site.
The Site Plan Approval Authority has been requested to consider several design issues through the site plan process, including but not limited to:
● Details for a paratransit layby for Tower 3.
● Options for a common outdoor amenity space for Tower 2.
● A north-south pedestrian connection internal to the site.
● A common outdoor amenity space for Tower 3.
● An updated Shadow Study.
● Alternative parking garage ramp designs for Tower 3.
● An updated Transportation Impact assessment.
