LONDON – The zoning by-law amendment for 3975 Stewart Avenue, submitted by Sifton Properties Limited, was approved by the Municipal Council on September 24, 2024.
The approved amendment allows for the construction of a nine-storey residential development consisting of 121 residential units, with additional uses for seniors’ apartment buildings and retirement lodges.
The site has been rezoned from a Holding Residential R5 and R6 Special Provision (h*h-100*h-198*R5-4(23)/R6-5(51)) Zone to a Residential R5 and R6 Special Provision (R5-4(_)/R6-5(_)) Zone, in conformity with the Official Plan for the City of London.
The zoning change permits a more diverse range of residential options, including senior-focused facilities.
The development will feature 40 underground parking spaces and 89 surface parking spaces, providing a total of 121 parking spaces, which equates to one space per residential unit. This is a reduction from the required 127 parking spaces.
Additionally, the project will include 61 indoor bicycle parking spaces and 30 outdoor bicycle parking spaces, ensuring ample parking for cyclists.
Several design considerations were included in the approval, such as provisions for short-term public bicycle parking, street-oriented design with accessible pedestrian connections, and landscaping with a minimum of 50% native species.
Renewable energy options, including solar power and geothermal heating, are encouraged, as well as air source heat pumps and bird-friendly design standards following the CSA standard.
Special provisions for the R5-4(_) Zone include reductions in the front, exterior side, interior side, and rear yard setbacks, as well as an increase in the maximum lot coverage to 55 percent.
The development will maintain a maximum residential density of 165 units per hectare, and the building height is capped at nine storeys.
The approval also permits additional uses for seniors’ apartment buildings and retirement lodges under the R6-5(_) Zone, granting flexibility to accommodate a broader range of residential needs.
The project is expected to align with sustainability, accessibility, and community design goals, with further details to be refined during the site plan approval process.
