WOOLWICH — On September 24, 2024, the council approved a Zoning By-law Amendment for the redevelopment of 21 Arthur Street North and 4 Cross Street in Elmira.
The proposal, led by GSP Group Inc. on behalf of the Trustees of Trinity United Church, involves the construction of a six-storey mixed-use building that will replace the existing church and clergy residence.
The new development will feature both residential units and community spaces, revitalizing the site while maintaining the church’s presence in the community.
The existing Trinity United Church, built in 1964, along with the adjacent clergy residence from 1904, will be demolished to make way for the new building.
The ground floor will include a 70-seat sanctuary for the church, several meeting rooms, offices, and a kitchen alongside a single studio apartment.
The second to fifth floors will house 53 residential units, with the sixth storey serving as a rooftop amenity space offering indoor and outdoor areas, including patios with pergolas.
The site spans 0.3157 hectares, with frontages of 16.09 metres on Cross Street and 56.04 metres along Arthur Street North.
The council’s approval included a rezoning from Core Commercial (C-1) with Special Exemption 382 to Core Commercial (Urban) (C-1) with site-specific provisions to accommodate an increased building height of 20.0 metres, surpassing the current limit of 18.1 metres, and a reduction in the required parking spaces from 65 to 57.
An Official Plan Amendment was also approved to increase the allowable density from 127 units per hectare to 168 units per hectare.
Access to the building will be provided by two six-metre-wide driveways—one on Arthur Street North and the other on Cross Street.
The project includes a surface parking lot with 57 spaces, including two barrier-free spaces, located at the rear of the building.
The development also consists of a road widening of 1.215 metres along Arthur Street North to meet regional requirements.
The redevelopment of this prominent site, located near the northern edge of downtown Elmira, aligns with the area’s commercial and residential character.
