LONDON — On June 25, 2024, the council approved a proposal from developer 2126983 Ontario Inc. to transform the site at 1806 Avalon Street into a new townhouse community.
The development plan represents a significant change for the area, introducing a cluster of four 2-storey townhouse buildings comprising 16 residential units alongside the existing two single-detached homes on the property.
The developer has requested a Zoning By-Law Amendment to rezone the property to a new site-specific R6-5 zone with special provisions.
The current zoning, which includes a mix of Residential R2 (R2-1(9) Special Provision Zone) and Residential R2 (R2-3(3) Special Provision Zone), will be changed to a Residential R6 (R6-5) Special Provision Zone.
The proposed development covers approximately 1.022 hectares and will feature townhouses with a maximum height of 9.0 metres.
The plan includes several notable adjustments to standard zoning requirements.
It seeks special provisions for reduced minimum front and exterior side yard depths, as well as modified interior and rear yard depths.
For example, the development proposes a minimum front yard setback of 3.6 metres, compared to the standard 6.0 metres, and interior side and rear yards ranging from 2.5 to 6.0 metres instead of the required minimums of 3.0 and 6.0 metres.
In alignment with the Neighbourhoods Place Type of the London Plan, the proposed zoning supports a density of up to 35 units per hectare.
The provision allows for low-rise, ground-oriented residential development, which fits well with the urban context of the area and reflects a growing trend towards increased housing density in London.
The development plan also addresses parking, proposing a total of 44 spaces, which results in a ratio of 2.44 spaces per unit.
The parking includes 36 spaces for residents and 8 for visitors, exceeding the city’s minimum requirement of 1.0 space per unit.
Additionally, the plan designates 54% of the land for landscaped open space and limits lot coverage to 14%.
This approach ensures that the development maintains ample green areas, contributing to the aesthetic and functional integration with the surrounding neighbourhood.
The development aims to blend seamlessly with the existing neighbourhood while addressing London’s growing need for more residential units.
The council’s approval of the proposal indicates a positive step towards meeting these needs, but the project will still undergo further reviews and public consultations.
