Council approves a zoning amendment to permit a subdivision in London

LONDON — Foxwood Developments Inc. has received approval for a significant residential development at 1550 and 1602 Sunningdale Road West. 

The proposal, which was approved at a council meeting held on September 24, 2024, includes a variety of housing types aimed at enhancing medium-density residential options in the area. 

The approved development will feature three-storey townhouse units, four-storey stacked back-to-back townhouses, eight semi-detached dwellings, and six single-detached dwellings. 

The diverse housing mix is intended to meet the growing demand for residential options within the community. 

To accommodate this development, a Zoning By-law Amendment has been approved, changing the zoning of the subject properties. 

The amendment transitions the land from a Holding Residential R5 and R6 Zone and a Holding Residential R1 Special Provision Zone to a Residential R5 and R6 Special Provision Zone, a Residential R1 and R3 Zone, and a Residential R1 Zone. 

These changes enable the proposed housing mix, increased density, and taller building heights. 

Foxwood Developments requested specific adjustments to the zoning regulations, including smaller lot frontages, reduced front yard depths, and an increase in density to 64 units per hectare. 

The approval also allows for an increase in the maximum building height from 12.0 metres (39.4 feet) to 14.0 metres (45.9 feet), enabling the construction of taller residential structures. 

The proposed amendments include changes to the Holding Residential R1 and R3 Zones, permitting single detached dwellings, triplexes, and fourplexes. 

Under the new zoning, the maximum height for the R3-1 Zone is set at 10.5 metres (34.4 feet), while triplexes and fourplexes can reach a height of up to 12.0 metres (39.4 feet). 

Additional design considerations were included in the approval, such as the provision of short-term public bicycle parking, street-oriented designs, and pedestrian connections. 

These site plan elements will help enhance the development’s accessibility and integration into the surrounding neighbourhood. 

Landscaping requirements also specify the inclusion of at least 50% native species and prohibit the use of invasive plants. 

The development aligns with the City of London’s growth and housing strategies, providing much-needed medium-density housing in a growing part of the city. 

The approval of the Zoning By-law Amendment was moved by Councillor C. Rahman and seconded by Councillor S. Lewis, and no issues were raised during the public meeting. 

As part of the approval process, the Site Plan Approval Authority has been asked to ensure pedestrian connections from Capris Crescent to Sunningdale Road West and from Ethan Circle to Hyde Park Road, further enhancing the accessibility of the development.
