KITCHENER — On November 18, 2024, Kitchener City Council approved the redevelopment of 169-183 Victoria Street South.
The project, led by 1000002286 Ontario Ltd., Legion Heights Victoria Inc., and 2306975 Ontario Inc., involves replacing five low-rise residential buildings with an eight-storey apartment building containing 120 rental units, including 24 affordable units.
The approved Zoning By-law Amendment (ZBA) rezones the site from “Low Intensity Mixed Use Corridor Zone (MU-1)” to “Medium Intensity Mixed Use Corridor Zone (MU-2)” under Zoning By-law 85-1 and includes site-specific provisions.
These provisions allow for an increased maximum building height of 28.8 metres, exceeding the previous limit of 13.5 metres, and a Floor Space Ratio (FSR) of 4.2, an increase from the previous maximum permission of 2.0.
The development will include two underground parking levels with 53 spaces at a ratio of 0.44 spaces per unit, below the city’s requirements.
Ten percent of the spaces are designated for visitors, 4% are barrier-free, and 20% are equipped for future electric vehicle charging.
Bicycle infrastructure includes 120 secure spaces for residents and eight outdoor stalls for short-term use.
Council’s approval ensures a mix of unit sizes within the building, requiring between three to five three-bedroom units.
The project will provide amenities such as a ground-floor common room, private balconies, and outdoor spaces that meet city standards.
Due to the steep grading along Victoria Street, council approved exemptions from two zoning requirements.
These include reducing the percentage of ground-floor frontage dedicated to commercial or community uses from 50% to 0% and reducing required façade openings from 40% to 29%.
The project will adhere to the City’s Inclusionary Zoning and Rental Replacement By-law, ensuring compliance with local affordable housing policies.
Council also endorsed the Urban Design Brief prepared by GSP Group Inc., dated October 2024. This document will guide the Site Plan Approval process, with any significant changes subject to council’s review.
