Committee of adjustment approves 10-unit residential development at 92 River Road East in Kitchener

KITCHENER — The Committee of Adjustment approved the proposed development at 92 River Road East in Kitchener on October 15, 2024. 

This development, led by Dryden, Smith, and Head Planning Consultants Ltd. (on behalf of the owner), will replace an existing detached dwelling with a three-story, 10-unit residential building, with each unit featuring two bedrooms. 

The approved plans include 10 parking spaces, providing a parking ratio of one space per unit, and designated bicycle parking to support alternative transportation options. 

The Committee granted variances from several zoning requirements under By-law 2019-051. 

These approvals allow the building to omit a front-facing pedestrian entrance, given its substantial setback from the street, with windows and a Juliet balcony enhancing the visual appeal along the frontage instead. 

Additionally, the parking lot is permitted a reduced setback of 0.15 metres from the rear lot line and 0.5 metres from the southern side, less than the typical 1.5-metre requirement. 

The adjustment allows for greater landscaping along the northern boundary to buffer adjacent residential properties. 

The approved variances also include a reduced lot width of 19.8 metres, consistent with standards for low-rise residential buildings, and a side yard setback of 3 metres instead of the usual 4.5 metres for mid-rise zoning. 

These adjustments allow the building to fit better the lot’s dimensions and address surrounding property lines while minimizing potential impacts on neighbouring properties. 

Planning staff supported these variances, affirming that they align with the city’s housing diversification goals and satisfy the requirements of the Ontario Planning Act.
