GUELPH – A development application for 107-109 Waterloo Avenue received approval at the Committee of Adjustment meeting held on November 14, 2024.
The application, submitted by Michael King on behalf of Wyndham House, facilitates the expansion and conversion of the existing properties to create supportive housing under the project name “Welcome to 2 Waterloo.”
The approved development will add 10 supportive housing beds across three new living units at 109 Waterloo Avenue while maintaining the existing three-unit triplex at 107 Waterloo Avenue.
The subject property currently zoned Low Density Residential 4 (RL.4) under Zoning By-law (2023)-20790, required several variances to accommodate the increased density and modifications necessary for the supportive housing use.
The approved variances include increasing the number of permitted units to six and exceeding the density limit of 35 units per hectare.
On the 0.07-hectare site, the zoning by-law would typically allow a maximum of three units.
Other approved adjustments include reducing the front yard setback for a second-storey addition to 2.06 metres and to 5.74 metres for a proposed third-storey addition, both less than the 6-metre minimum required by the by-law.
The Committee also approved a reduction in the left side yard setback to 2.99 metres, where the by-law mandates 7.5 metres if windows of habitable rooms face the side yard.
Additionally, the required buffer strip along the left side lot line was reduced from 3 metres to 2.37 metres.
A significant variance was approved for the elimination of the parking requirement for the supportive housing component.
While the by-law stipulates one parking space per four beds, requiring three spaces for the 10-bed facility, the application proposed—and was granted—zero parking spaces.
The Committee’s approval allows Wyndham House to proceed with this important supportive housing initiative, which aims to provide much-needed services within the community.
