City council approves revised eight-storey mixed-use development at 313-323 Horton Street East in London

LONDON – The Municipal Council of the City of London has approved the revised development proposal for the properties located at 313-323 Horton Street East.

The zoning amendment application, submitted by Zelinka Priamo Ltd. on behalf of M. Tkaczyk, received approval on November 5, 2024.

The approval officially rezones the property from an Arterial Commercial (AC4) Zone to a Business District Commercial Special Provision (BDC(_)) Zone in alignment with the city’s Official Plan. 

The updated proposal reflects a more comprehensive redevelopment strategy that now includes the adjacent properties at 313 and 317 Horton Street East. 

The approved project consists of an eight-storey, mixed-use building that will feature 107 residential units and 179 square metres of commercial space on the ground floor. 

The development will also include landscaped areas, indoor and outdoor amenity spaces, and parking for both vehicles and bicycles. 

The site will offer two surface-accessible parking spaces for vehicles. 

Bicycle parking will be located within the building, comprising 97 long-term bicycle spaces—equivalent to 0.9 spaces per unit—and 11 short-term bicycle spaces, or 0.1 spaces per unit, ensuring convenient and accessible storage options for cyclists. 

The primary entrance will be oriented towards Horton Street East, with an additional rear entrance. 

Vehicular access to the site will be provided through a full-turn driveway off Horton Street East, positioned under a cantilevered portion of the building. 

The approved building height will be eight storeys, or 27.0 metres, with a density of 530 units per hectare, supporting the city’s goal for increased residential density in mixed-use developments. 

The project will cover 42% of the site area, with landscaped open space comprising 31.2%. 

The approval includes several site-specific provisions intended to support the development’s increased density and mixed-use configuration. 

These provisions include a reduced rear yard setback of 4.5 metres, interior side yard setbacks of 3.5 metres on the east side and 1.9 metres on the west side, and a front yard setback above the third storey of 2.0 metres. 

Unlimited encroachments are also permitted for balconies and canopies along Horton Street East, enhancing both the building’s functionality and visual appeal.

The revised development proposal represents a significant move toward accommodating London’s increasing need for residential density within mixed-use developments. 

With council approval, the project will now advance to the detailed site plan evaluation stage. 

The development is expected to contribute meaningfully to London’s urban landscape by creating a vibrant, sustainable community space at 313-323 Horton Street East.
