CAMBRIDGE – Roman Home Builders Inc., a developer based in Mississauga, has received council approval for a new stacked townhouse complex at 44 and 46 Millcreek Road and 5 Liberty Drive.
The proposed development will replace three existing homes with four three-storey stacked townhouse buildings comprising a total of 70 residential units.
The approved development will include 70 units ranging in size from approximately 1,100 to just over 2,000 square feet.
The unit composition will consist of 35 three-bedroom units, eight two-bedroom units, and 27 one-bedroom plus den units.
The complex will also feature landscaped areas adjacent to each unit, rooftop terraces, a playground, and a pergola.
Parking provisions will include 114 spaces, which is equivalent to 1.62 spaces per unit. This total includes 10 garage spaces and six accessible spaces.
Access to the complex will be provided through two vehicular access points on Mill Creek Road and one emergency access point on Liberty Drive.
Additionally, there will be a network of internal roads and pedestrian pathways. The new complex will be situated on a 7,279-square-metre site with approximately 82 metres of frontage on Mill Creek Road and 27 metres of frontage on Liberty Drive.
The development aims to enhance residential density and provide modern amenities for future residents, transforming the area into a vibrant community.
To facilitate the project, Roman Home Builders Inc. has obtained several amendments and special provisions.
An Official Plan Amendment was approved to increase the permitted residential density from 40 units per hectare to 81 units per hectare.
Additionally, a Zoning By-law Amendment was granted to rezone the property from Residential Three (R3) to Multiple Residential 3 (RM3), allowing for stacked townhouses.
Site-specific provisions were also approved to permit a maximum density of 81 units per hectare, reduce the side yard setback along the western boundary to 6.77 metres from the required 7.5 metres, and increase the percentage of landscaped area from 33.9% to 37.9%.
In response to community feedback, the initial proposal of 77 units was revised to 70 units, reducing density and increasing landscaped spaces.
Building D, originally planned for 21 units, has been scaled down to 14 units, incorporating 10 garage parking spaces.
The adjustment has also increased the side yard setback adjacent to 7 Liberty Drive from 9.43 metres to 11.62 metres and the front yard setback from Liberty Drive from 6.49 metres to 14.11 metres.
The approved proposal aims to address residents’ concerns regarding parking, privacy, and amenity space.
By increasing parking spaces from 104 to 114 and adding a defined visitor parking area, the development seeks to minimize overflow parking issues in the neighbourhood.
Roman Home Builders Inc. is scheduled to present an application to remove the current holding provision before the council on July 16, 2024.
The removal of the holding provision is contingent upon meeting specific conditions.
These conditions include receiving a Record of Site Condition (RSC) and Ministry Acknowledgement Letter to the satisfaction of the City of Cambridge and the Region of Waterloo.
Additionally, a detailed stationary noise study must be completed, and any recommended mitigation measures must be implemented to the satisfaction of the Region of Waterloo.
The proposed development aligns with the City of Cambridge’s vision for residential intensification and compact urban form, providing a modern, community-oriented living environment.
The new townhouse complex is set to contribute significantly to the growth and development of the Cambridge area, offering much-needed housing options in a well-planned and amenity-rich environment.
