KITCHENER — In a significant step towards urban densification, Kitchener City Council has approved a redevelopment project at 67 and 71 Nelson Avenue in the Bridgeport East neighbourhood.
The project, led by 2415274 Ontario Inc., will transform the site from its current state with two single homes into a complex of 23 residential units, in line with the city’s broader housing and community development goals.
The approved development covers an area of 0.81 hectares (8,100 square metres) and will feature a diverse collection of single-detached homes. Each of the 23 homes will range in size from approximately 240 to 393 square metres.
The project design includes 19 units that will face a new private road named “Luna Crescent,” while the remaining four units will front onto Nelson Avenue.
The private road will enhance local traffic flow by connecting Nelson Avenue to Sylvia Street and will also include sidewalks to improve pedestrian access to nearby Sylvia Park.
Parking provisions are designed to meet city standards, with each unit having a garage that provides one at-grade parking space.
There is also potential for an additional parking space in each unit’s driveway. The design of Luna Crescent offers the possibility for additional on-street parking if needed.
Each home will feature private front and rear yards, providing residents with ample personal outdoor space.
The development’s proximity to Sylvia Park will offer further recreational opportunities, with the new sidewalks enhancing accessibility.
Moreover, there are plans for a multi-use trail along Tagge Street, which will contribute to community amenities and encourage pedestrian activities.
The project required a Zoning By-law Amendment to rezone the land from Residential Three (R-3) to Residential Four (RES-4) under the city’s updated zoning by-law.
The amendment allows for the construction of smaller lot sizes and narrower frontages, which are crucial for higher-density development.
The approved density for the project is 28.4 units per hectare, comfortably within the maximum allowable density of 30 units per hectare for low-rise residential areas.
The development also adheres to the permitted Floor Space Ratio (FSR) of 0.6, ensuring that the scale of the buildings is proportional to the available land area.
Building heights in the new development will not exceed 11 metres, aligning with the low-rise residential zone’s limit, which permits buildings up to three storeys or 11 metres in height.
Additionally, the development will introduce lot widths that are slightly reduced from the standard 15.0 metres, accommodating specific site constraints while conforming to the Bridgeport East Community Plan’s guidelines for infill development.
Several community-focused enhancements are part of the approved development plan.
A noise wall will be constructed, providing a sound buffer for the new homes to minimize noise from adjacent industrial areas.
The project also includes acquiring a portion of the Tagge Street right-of-way to create a multi-use trail, offering residents a new recreational amenity and improving pedestrian connectivity within the neighbourhood.
The units facing Nelson Avenue are designed to blend with the existing streetscape, maintaining continuity and ensuring the new development integrates seamlessly with the surrounding area.
The development has passed through the city’s detailed planning and approval processes, including a comprehensive site plan review and necessary zoning amendments.
The City Council’s approval of this project reflects Kitchener’s commitment to smart growth and urban renewal.
The project is part of Kitchener’s larger strategy to make effective use of underutilized urban land, providing more housing options and enhancing community amenities while preserving the character and scale of existing neighbourhoods.
