Breslau area set for transformation with ambitious residential and mixed-use development plans

BRESLAU — The Township of Woolwich is witnessing significant progress in land development, particularly in the Breslau area, as plans for a substantial residential and mixed-use development move forward. 

The properties associated with the development proposal are located at the following addresses: 231 Woolwich Street, 110 & 118 Menno Street, 33 and 37-38 Mader’s Lane. 

These properties collectively form the subject lands designated for the proposed residential and mixed-use development in the Breslau area. 

The proposed development, led by Madwest Breslau Limited and Woolwich South Holdings Limited, has undergone several stages of review and resubmission, marking significant strides toward its realization. 

The recent milestones include adopting Official Plan Amendment #3 (OPA 3) by the Township Council on December 12, 2023, with subsequent forwarding to the Region of Waterloo for final development approval. 

The amendment lays the groundwork for the proposed development, encompassing a vast area spanning multiple properties. 

The recommendation report prepared by Township staff sheds light on the scope and scale of the project, encompassing Draft Plan of Subdivision, Official Plan Amendment, and Zoning By-law Amendment applications. 

The Official Plan Amendment seeks to integrate the subject lands into the Breslau Settlement Area, as the Township of Woolwich Official Plan outlines.

 This incorporation aligns with the broader vision outlined in the Region of Waterloo Official Plan Amendment No. 2, designating the lands as ‘Urban Designated Greenfield Area.’ 

The proposed amendment aims to facilitate urban development on the subject lands, allowing for residential and mixed-use commercial and residential purposes. 

The comprehensive report, presented to the Council, outlines key details and updates provided by the developers, including Madwest Breslau Limited and Woolwich South Holdings Limited. 

The proposed development envisages a diverse range of residential units catering to varied housing needs, totalling between 1,372 and 2,429 units. 

The units comprise a mix of single detached dwellings, townhouses, back-to-back townhouses, stacked townhouses, and apartments. 

Specifically, the breakdown between the two developers includes: 

Madwest Breslau Ltd. Lands:

● 293 single detached units 

● Approximately 55-83 street-related townhouse units 

● Approximately 824-1,741 units as a mix of townhouses, back-to-back townhouses, stacked townhouses, and apartments 

Woolwich South Holdings Ltd. Lands: 

● 12 single detached units 

● 13-20 street-related townhouse units 

● Approximately 175-280 units as a mix of single detached, townhouses, and back-to-back stacked townhouses.

In addition to residential units, the development plan incorporates essential amenities such as stormwater management ponds, parks, wetlands, open spaces, pedestrian walkways, and servicing access blocks. 

The proposed changes to zoning and official plan designations are integral to facilitating the development. 

The changes involve rezoning specific land parcels to accommodate various housing types and mixed-use developments, aligning with regional and municipal planning objectives. 

The proposed zone changes entail several rezoning requests to accommodate the planned residential and mixed-use developments within the Breslau area.

Currently zoned as Agricultural (A), the requested changes (as stated in the planning report) include: 

Lands owned by Madwest Breslau Ltd. Lands: 

● Rezoning approximately 4.1 hectares (Blocks 3, 4, 21, 29, and 38) from Agricultural (A) to Residential Mixed Medium Density with Design Guidelines (R-4A), facilitating the development of single detached housing. 

● Rezoning approximately 10.1 hectares (Blocks 1, 2, 5 to 20, 22, 24 to 28, and 30 to 37) from Agricultural (A) to Residential Mixed High Density with Design Guidelines (R-5A), allowing for the construction of single detached housing. 

● Rezoning approximately 4.5 hectares (Blocks 39 to 45) from Agricultural (A) to Residential – Multiple with Design Guidelines (R-7A), enabling the development of street front townhouse housing. 

● Rezoning approximately 9.6 hectares (Blocks 23 and 46 to 51) from Agricultural (A) to Residential – Multiple / Design Guidelines / Mixed Use (R-7B), facilitating multiple residential housing. 

● Rezoning approximately 1.6 hectares (Blocks 54 and 55) from Agricultural (A) to Open Space (O-1), designated for active parkland purposes. 

● Rezoning an approximate 0.9-hectare block adjacent to Fountain Street North (Block 56) from Agricultural (A) to Open Space (O-1), allocated for passive parkland purposes. 

● Rezoning approximately 6.3 hectares (Blocks 59 to 65) located in the middle of the development from Agricultural (A) to Open Space (O-2), recognizing a Provincially Significant Wetland. 

● Rezoning approximately 3.4 hectares (Blocks 52 and 53) located on the north and south ends of the subject lands from Agricultural (A) to Open Space (O-2), intended for the development of stormwater management facilities to service the development. 

The lands owned by Woolwich South Holdings Ltd.: 

● Rezoning approximately 0.8 hectares (Block 57) from Agricultural (A) to Commercial Mixed Use (C-4B), facilitating mixed-use commercial/residential development. 

● Rezoning approximately 3.4 hectares (Block 58) from Agricultural (A) to Residential – Multiple / Design Guidelines / Mixed Use (R-7B), enabling medium-density residential housing. 

In conclusion, the proposed land development in the Breslau area represents a significant step towards realizing a vision of sustainable growth and vibrant community living.
