Approved mixed-use development will significantly change King and John Street intersection in Waterloo

WATERLOO — The city is set for a significant redevelopment as the northwest corner of King Street South and John Street West in Uptown Waterloo undergoes a transformative project. 

Led by Intentional Capital and Sweeney Holdings (operating as 2865161 Ontario Inc.), the development, approved on October 2, 2023, will be replacing existing low-rise buildings and surface parking with a contemporary mixed-use development. 

The approved plan involves demolishing the current structures to make room for a new mixed-use building featuring a podium/tower design, with commercial spaces facing both King Street South and John Street West. 

The envisioned development includes a tower atop a 6-storey podium, reaching a total of 30 storeys. 

Commercial establishments will occupy the ground floor along King Street, John Street, and Caroline Street, while residential access will primarily be from John Street. 

The development will offer 338 units and 989.83 square metres of non-residential floor area. 

Parking provisions include 256 spaces for residents and visitors, meeting the required ratio of 0.6 spaces per residential unit. 

Additionally, there will be parking spots for non-residential use, along with 209 bicycle parking spaces and storage lockers for residents. 

Despite the absence of a designated Major Transit Station Area in the Official Plan, the project’s proximity to the Allen Street ION Transit Station highlights its significance in the Uptown area. 

The site is zoned Uptown Mixed-Use-81 (U2-81) with a Holding provision, and the development plan aligns with the City’s Official Plan and zoning regulations. 

An approved Official Plan Amendment has created a new Specific Provision Area for the Lands, permitting a building height and density exceeding that of the existing “High Density, 81 Metres” designation. 

The new area allows for a site-specific maximum building height of 95 metres and a maximum density of 1610 bedrooms per hectare. 

Adjustments to setbacks and yard dimensions were required to address challenges posed by the irregular shape of the lot and optimize land usage while maintaining urban aesthetics. 

These include reductions in setbacks along King Street, John Street, and Caroline Street, with tailored adjustments to accommodate the lot’s irregular shape. 

In summary, the approved mixed-use development at 203 to 207 King Street South and 10 to 16 John Street West signifies a significant initiative for Uptown Waterloo. 

The project is poised to provide modern living spaces and vibrant commercial opportunities, enhancing the city’s urban landscape.
