Approved London development proposal: rezoning for residential townhouses

LONDON — In a bid to enhance residential offerings, a proposal for 21 new townhouses at 1982 Commissioners Road East and part of 1964 Commissioners Road East in London has been put forth. 

The developer and site owner, Royal Premier Developments, have engaged Siv-ik Planning and Design Inc. to represent them in the endeavour. 

Situated within the Jackson Planning District, the site currently hosts a single detached dwelling. 

The development envisions 42 parking spaces for residents, equating to a parking ratio of 2.1 spaces per unit, alongside two visitor spaces for the entire project. 

The townhouses are designed as a combination of seven two-storey rear-lane towns and 12 three-storey back-to-back stacked towns. 

The site spans approximately 0.353 hectares and was previously zoned as ‘Urban Reserve (UR4) Zone.’ 

These previous zoning permissions necessitated 1.0 parking spaces per unit for cluster towns and 0.5 spaces per unit for stacked townhouses. 

To accommodate the planned development, a zoning by-law amendment was sought to rezone the lands to a ‘Residential R5-7 Special Provision (R5-7(_)) zone,’ allowing for the construction of street towns and stacked townhouses. 

The site’s rezoning request has been approved at a council meeting. The planned building height of 12.0 metres or three storeys aligns with the maximum building height permitted. 

Additionally, the approved density of 59 units per hectare is within the maximum density limit of 60 units per hectare. 

Therefore, a change in density permissions was not required. Special regulations have been approved to facilitate the development, including reduced yard setbacks. 

For instance, the front yard depth would decrease from the required 8.0 metres to 3.0 metres, while the rear yard setback would reduce from 3.0 metres to 1.5 metres, and the north yard setback would decrease from 3.0 metres to 1.8 metres, as indicated in the public meeting notice. 

Following the council meeting on January 24, 2024, it was approved to rezone the subject property from the Urban Reserve (UR4) and Urban Reserve Special Provision (UR4(7)) Zones to a holding Residential R5 Special Provision (h*h-18*R5-7(_)) Zone. 

At the council meeting, the Site Plan Approval Authority was requested to address various design issues during the site plan process, including enhancing the detail of side elevations facing the driveway and common amenity space. 

In addition, further design issues to be discussed include providing pedestrian connectivity to public streets, establishing direct walkways from individual units to Constance Avenue and Commissioners Road East, enhancing tree planting, and reviewing short-term bicycle parking allocations for the townhouses. 

This approved development marks an exciting opportunity for London’s residential landscape, promising not only modern living spaces but also thoughtful urban integration.
