KITCHENER — The City Council has approved a minor variance application for the proposed development at 101 Clive Road.
The development, led by the applicant, involves the construction of 24 dwelling units in two stacked townhome buildings.
The site currently houses a single detached dwelling, which will be demolished to make way for the new development.

The subject land is located on the south side of Clive Road, between Montgomery Road and Fairmount Road.
Currently, the property is zoned as Low Rise Residential Five Zone (RES-5). However, the project necessitates minor variances, specifically requesting to increase the Floor Space Ratio (FSR) to 0.75 from the maximum permitted 0.6 and to reduce the front yard setback to 6.76 metres from the required 7.77 metres.
The developer sought two primary variances to facilitate the project. Firstly, a variance to increase the FSR from the maximum permitted 0.6 to 0.75 was requested.
Secondly, a variance to reduce the front yard setback from the required 7.77 metres to 6.76 metres was also requested.
These adjustments are intended to accommodate the revised site plan, which increases the unit count from the previously approved 21 units to 24 units.
Despite these changes, the development complies with other zoning requirements, including adhering to the maximum building height of 11 metres, maintaining minimum interior side yard setbacks of 3 metres, and preserving a minimum rear yard setback of 7.5 metres.
The site plan, which received conditional approval in May 2023, demonstrates that there is sufficient space for essential amenities and site features.
These include adequate off-street parking, designated amenity areas for residents, proper facilities for waste management and snow storage, infrastructure to support bicycle storage and community mail services, and necessary electrical infrastructure for hydro transformers.
The revised plan ensures that these amenities are adequately provided, thereby supporting the increased density without compromising functionality.
The subject property is designated as a ‘Community Area’ and ‘Low Rise Residential’ in the City’s 2014 Official Plan.
The Low Rise Residential designation aims to support a range of low-density housing types, including the stacked townhouses.
The designation encourages the integration of diverse housing forms to maintain a low-rise built environment.
The minor variance application has been approved, allowing the development at 101 Clive Road to proceed with the revised specifications.
The project aligns with the general intent of the City’s zoning and official plans, providing a well-integrated low-rise residential development that meets modern housing needs.
