KITCHENER — GSP Group, representing 2467491 Ontario Inc., has successfully obtained approval from the council for an Official Plan and Zoning By-law Amendment, paving the way for the redevelopment of 142-146 Fergus Avenue in Kitchener.
The property, currently occupied by two single detached residential dwellings and a detached garage, is slated for transformation into a 7-storey apartment complex comprising 78 residential units alongside surface and underground parking facilities.
The site, situated on the north side of Fergus Avenue, east of Weber Street East, spans approximately 3,901.3 square metres with a frontage of roughly 38.76 metres on Fergus Avenue.
As per the approved redevelopment plan, the 7-storey apartment building will house a total of 78 one and two-bedroom units across its seven floors.
The complex will feature indoor amenity rooms on Level 1 and Level 3, with an additional outdoor amenity terrace on Level 3, enhancing the residential experience.
Moreover, a 0.06-hectare neighbourhood park, located at the southwest corner of the site along Fergus Avenue, is incorporated into the design.
The development ensures adequate parking provisions, offering a total of 89 vehicular parking spaces, including 23 visitor spaces and five barrier-free spaces.
Additionally, 51 bicycle parking spaces will be provided, with 45 (Class A) spaces located in a secure storage room on Level 1 and 6 (Class B) spaces situated outdoors adjacent to the residential lobby entrance.
A single loading space will be positioned at the front of the site for logistical convenience.
To accommodate the approved development, amendments to the Official Plan and Zoning By-law have been made.
The Official Plan Amendment has successfully redesignated the site from Low Rise Residential to Medium Density Residential, allowing for a maximum Floor Space Ratio (FSR) of 2.3.
Similarly, the Zoning By-law Amendment has rezoned the site from Residential Four (R-4) to the RES-6 Zone, incorporating specific regulations such as reduced side and rear yard setbacks and a decreased vehicular parking rate.
The approved parking provisions adhere to the guidelines outlined in By-law 2019-051, which mandates a minimum rate of 1.15 spaces per dwelling unit, inclusive of visitor and barrier-free spaces.
In summary, the approved redevelopment initiative at 142 & 146 Fergus Avenue in Kitchener represents a significant step towards enhancing residential infrastructure within the community.
With council approval secured on February 27, 2023, the project is poised to deliver modern living spaces while aligning with the city’s long-term urban development vision.
