Approval deferred for 16-unit residential development on Isabella Street in St. Jacobs over development concerns

WOOLICH – The proposed 16-unit residential development by Spurline Developments Inc. at 49 and 55 Isabella Street South in St. Jacobs has been deferred for up to six months. 

The Woolwich Township Committee of Adjustment, in its meeting on November 4, 2024, decided to delay the final decision to allow the developer additional time to revise and address concerns with the project. 

The proposal, situated on a 0.15-hectare property at the southeast corner of Isabella Street South and Cedar Street West, includes plans to create four residential lots. 

Each lot is intended to house a four-unit residential building, with a mix of eight two-bedroom units, approximately 800 square feet each, and eight smaller one-bedroom units, about half the size. 

The developer has also proposed a total of 16 residential parking spaces, accompanied by two spaces designated for visitors. 

The parking ratio has been designed to meet township standards, with one space per residential unit and 0.13 spaces per unit for visitor parking. 

The consent applications aim to divide the property into four lots with shared access and services. 

At the same time, the variance requests seek to permit reduced lot areas and setbacks to support a layout of four fourplexes linked along shared lot lines. 

The application includes several consent and minor variance requests to adjust lot sizes, widths, and setbacks below typical Residential R-3 zoning requirements. 

The Committee expressed concern that the application is not minor enough for the Committee of Adjustments process and that a different zoning should be considered, indicating a possible zoning amendment request. 

The committee’s decision to defer the project allows the developer time to potentially address these site-specific considerations before returning to the council for final approval. 

The developer is expected to revise the proposal and bring it back to the Woolwich Township Committee of Adjustment within six months for further review and a final determination.
