Additional information released on the proposed 8-storey residential development on Victoria Street South in Kitchener

KITCHENER — GSP Group, on behalf of Victoria Heights Inc. (1000002286 Ontario Ltd.), has released a planning report with additional details regarding its proposed 8-storey residential development at 169-183 Victoria Street South. 

The site, spanning 0.2 hectares, is located at the southwest corner of Park Street and Victoria Street South and currently comprises five existing single-detached residential properties, which are slated for demolition to make way for the new development. 

The proposed project will feature 120 dwelling units, including 92 one-bedroom units and 28 two-bedroom units, with approximately 24 units designated as affordable housing in compliance with Canada Mortgage and Housing Corporation (CMHC) requirements. 

The development will also include an underground parking facility with 53 spaces and 120 bicycle parking spaces. 

The site is designated as a Mixed-Use Corridor within the Victoria Park Secondary Plan. 

It is situated within a Major Transit Station Area (MTSA), permitting a mix of uses, including residential development. 

The current zoning is Low Intensity Mixed Use Corridor (MU-1) under Zoning By-law 85-1, which allows a building height of up to 13.5 metres and a maximum Floor Space Ratio (FSR) of 2.0. 

However, the proposed zoning amendment seeks to rezone the site to ‘Medium Intensity Mixed Use Corridor Zone’ (MU-2) with special provisions, including a maximum building height of 28.8 metres (8 storeys), an increased FSR of 4.2, and a reduced residential parking rate of 0.44 spaces per unit. 

The proposal also mentions minimal setbacks, with a 1.1-metre side yard setback along Victoria Street South and a 4.2-metre rear yard setback along Park Street, reflecting the post-road widening property boundary. 

The proposed rezoning to MU-2 under Zoning By-law 2024-065 would align with the city’s updated zoning framework, though this amendment is contingent upon the final approval of Official Plan Amendment No. 49 (OPA 49), which is still under review by the Region of Waterloo.

The development is part of the City of Kitchener’s Growing Together initiative, aligning with the city’s strategic growth objectives for mid-rise residential development within Strategic Growth Areas. 

The proposal includes several resident amenities, such as indoor and rooftop shared spaces, with the main entrance on Victoria Street South and underground parking access via Park Street. 

The application is under review, with further discussions expected between Victoria Heights Inc. and the City of Kitchener to refine the proposed zoning amendment.
