LONDON — College Avenue Lofts Inc. (the co-owner of York Developments) has proposed a significant development project at 193 – 199 College Avenue, pending Official Plan and Zoning amendments.
The plan includes the construction of a six-storey apartment building reaching 21 metres in height, comprising 43 residential units.
The proposed project necessitates alterations to existing regulations, including building height, yard requirements, and lot coverage, requiring special zoning provisions.
The development aims to transform the current Low Density Residential designation to Multi-family, Medium Density Residential under the Official Plan.
Additionally, a requested Zoning By-law Amendment seeks to transition the existing Residential R2 Special Provision (R2-2(7)) Zone to a Residential R10 Bonus (R10-2*B-_) Zone.
The alteration is essential to accommodate the envisioned apartment building, facilitating a density of 196 units per hectare.
Presently, the site falls under the Residential R2 Special Provision (R2-2(7)) Zone, allowing uses such as single detached dwellings, duplex dwellings, and converted dwellings.
The proposed Residential R10 Bonus (R10-2*B-_) Zone, however, would enable apartment buildings.
The requested zoning amendments entail various special provisions, including:
● A maximum building height of 21.0 metres, whereas 10.5 metres is permitted. ● A decrease in the minimum front yard depth to 5.0 metres, whereas 7.0 metres from the building podium and 8.0 metres from the tower are required.
● A decrease in the rear yard depth to 4.0 metres, whereas 7.0 metres from the building podium and 8.0 metres from the tower are required.
● A decrease in the East interior side yard depth to 2.5 metres, whereas 8.4 metres is required.
● A decrease in the maximum lot coverage to 45% in place of the required 40%.
Notably, these adjustments are contingent on the provision of services, facilities, and enhanced urban design elements such as underground parking, common open spaces, transit-supportive development, and accessibility.
In light of the proposed changes and zoning amendments, the developer has initiated an appeal process with the Ontario Land Tribunal.
A scheduled meeting is set to convene on June 10, 2024, where the developer and concerned parties will have the opportunity to address the proposed development and its implications.
The development at 193 – 199 College Avenue represents a significant endeavour aimed at revitalizing the area and providing additional housing options.
