A proposed mixed-use development seeks a minor variance in Galt City Centre, Cambridge

CAMBRIDGE — A proposed mixed-use development project in the heart of Galt City Centre has garnered attention as it seeks relief to proceed with its ambitious plans. 

The development, led by property owner 1000160668 Ontario Corp., aims to transform the historic property located at 44-46 Park Hill Road East into a vibrant three-storey mixed-use building. 

The property in question sits at the intersection of Park Hill Road East, Cambridge Street, and Market Street. 

Presently, it features a 19th-century workers’ cottage that holds a heritage designation. 

The subject property currently falls under the zoning provisions of C1RM1, with an official plan designation of Galt City Centre Core Area for the site. 

The adjacent zoning includes C1RM1 and (F)R5(CO), reflecting the blend of commercial and residential uses in the area. 

According to the proposal, the existing residential building will undergo a significant transformation. 

The project aims to introduce three ground-floor commercial units alongside a residential component, catering to the evolving needs of the community. 

The residential aspect of the development comprises ten units spread across three floors. 

The units will offer a mix of one-bedroom and two-bedroom layouts, catering to a diverse demographic seeking rental accommodations within the city centre. 

Key to the proposal are requests for zoning relief through a minor variance application to accommodate the development’s parking requirements. 

The zoning by-law mandates one commercial parking stall for each permitted use on the lot. 

However, the proposed project seeks flexibility, aiming to provide only one commercial parking stall for the entire site. 

Additionally, the proposal seeks variance for residential parking, aiming to provide three total parking spaces for the ten residential units, contrary to the requirement of one space per additional residential unit. 

Therefore, only four parking spaces are proposed for the entire development. 

The envisioned development aligns with the broader vision for Galt City Centre, aiming to rejuvenate the area while preserving its historical significance. 

The project aims to repurpose the existing 150-year-old building, which has recently been designated as a heritage building in March. 

The development plan includes infusing the existing brick of the building with modern amenities inside and functionality to meet the needs of contemporary residents and businesses. 

To proceed with the proposed development, the project team has submitted a Site Plan Application, reflecting their commitment to adhere to municipal regulations and standards. 

Furthermore, the project necessitates a zoning by-law amendment to accommodate the requested changes to setbacks, parking provisions, building height, and amenity space. 

At a Committee of Adjustments meeting on April 10, 2024, documents mentioned the importance of the proposed parking reduction. 

Since the requested parking is at a reduction greater than 25% for the site, it is required to be accompanied by a parking justification study. 

The project’s developer, 1000160668 Ontario Corp., remains optimistic about the potential of the proposed mixed-use development to contribute positively to the fabric of Galt City Centre. 

As the application undergoes review, it is anticipated that the transformation of 44-46 Park Hill Road East will be a vibrant hub that seamlessly blends residential and commercial elements, enriching the urban landscape of Galt City Centre.
