LONDON — Pearl Investments Inc., in collaboration with MHBC Planning, has submitted applications to amend the City of London Zoning By-law No. Z.-1 and for Consent, supporting an infill residential development at 32 Chesterfield Avenue.
The subject property, located at the northeast corner of Chesterfield Avenue and Veronica Avenue, covers approximately 0.9 hectares.
Situated south of the Thames River and adjacent to Thompson Road Park, the land lies at the northern edge of the Glen Cairn Planning District, an established low-density residential neighbourhood.
Pearl Investments Inc. aims to create seven residential lots on the portion of the property designated for residential use. Three lots will front Veronica Avenue, while the remaining lots will front Chesterfield Avenue.
The existing single-story detached dwelling on the property, currently vacant and in disrepair, will be retained on a new residential lot.
The land to the north, designated and zoned for Open Space (OS4), will be conveyed to the City of London as an addition to Thompson Road Park.
The 0.9-hectare property is rectangular, with frontages of approximately 38 metres on Veronica Avenue and 73 metres on Chesterfield Avenue.
The existing dwelling, oriented to the terminus of Chesterfield Avenue, will be retained on an individual lot.
The proposed development includes six additional single-detached residential lots on the vacant portion of the property south of the existing dwelling.
The current zoning is Residential R4 Zone (R4-3), which permits street townhouses.
The proposed amendment seeks to rezone this portion to Residential R2 Zone (R2-1), allowing single-detached dwellings.
No changes are proposed for the Open Space (OS4) Zone. The proposed lots will have a typical frontage of 9.0 metres and an area of 340 square metres, aligning with the R2-1 Zone category.
The zoning supports low-density residential development, including single detached dwellings, semi-detached dwellings, duplex dwellings, and two-unit converted dwellings.
Conceptual floor plans and elevations for the new dwellings, prepared by Fryett Turner Architects, indicate that the lots can accommodate two-storey single-detached homes with single-car garages.
The proposed Zoning By-law Amendment will establish site-specific regulations for Lot 7, incorporating a ‘development setback’ due to environmental considerations.
The proximity to Thompson Road Park offers recreational opportunities for future residents.
The development’s integration with the existing neighbourhood is intended to be complementary, contributing to the local residential mix.
