LONDON — The planning department is reviewing a proposal for 1901 Jalna Boulevard, a 6-storey, 100-unit residential apartment building and two 2-storey townhouse blocks consisting of five units each.
The land is currently occupied by White Oaks United Church and a community garden. If the application is approved, the church and community garden will be demolished.
United Property Resource Corporation is the project developer, planning to make approximately 30% of the units affordable.
United Property plans to develop the subject lands into a pedestrian-focused and active transportation area. Each townhouse will have its own private outdoor amenity space, and several pedestrian entrances throughout the property will be included. The developer will also provide internal sidewalks connecting to the community amenity spaces.
Balconies will be provided for units in the 6-storey building but only for some units. The image above shows the balconies on the upper floors that cascade down the building to “give the building rhythm and articulation,” as stated in the planning and design report.
The subject lands are within 400m of two bus routes, route #10 and route #93. Also, within 400-800m of the subject lands are two shopping plazas with retail, financial, restaurant, and commercial uses.
The current neighbourhood is mixed-use residential and commercial, with buildings being designated low to high-rise density residential.
To the north of the subject lands are 6- 8-storey apartment buildings, and to the east of the property are single-detached dwellings.
Also, shopping plazas are west of the property, and low- to medium-rise office spaces are located in the south.
With surrounding areas being a mix of low to high-rise, this low-medium-rise development would create a well-balanced urban desire that blends in with the existing neighbourhood.

Parking for the subject lands will be at grade level and consist of 99 parking spaces for the development. Of the 99 spaces, 10 will be designated for the townhouses, each with 1.0 parking spaces per unit.
The 6-storey building will provide 89 parking spaces, with 0.69 spaces per unit for residents and 0.1 spaces per unit for visitors. The developer also proposes including several barrier-free parking spaces within the 89 spaces.
Also included in the proposal application is an indoor, secure bicycle facility with short-term spaces for residents and visitors to promote active transportation.
The current zoning of the subject lands is ‘Neighbourhood Facility,’ and the developer has applied to re-zone the lands to “Residential (R8-4(_))’ with site-specific provisions.
The new zoning allows for the proposed development, and the site-specific provisions would allow for the unique requirements of the proposal.
The provisions include a minimum front yard setback of 6.0m on Jalna Boulevard, a maximum height of 22.0m for the 6-storey building where 13m is permitted, a maximum density of 132 units per hectare where 75 units are allowed, and a minimum north and south exterior side yard setback of 6.0 (Jalna Boulevard) and 2.0m (Southdale Road East).
