A mixed-use development for two towers is seeking approval for over 200 units in Kitchener

KITCHENER — A development by 2296342 Ontario Inc. (Savic Homes) at 15 Dellroy Avenue is awaiting approval of the Draft Plan of Vacant Land Condominium (VLC). The project includes two residential units (buildings) and common elements. 

The subject lands, located near the intersection of Weber Street East and Franklin Avenue, are currently designated ‘High Rise Residential’ in the Official Plan and zoned ‘High Rise Residential Zone Seven (RES7)’ under Zoning By-law 2019-051. 

The VLC consists of two distinct units. Unit 1 includes an existing six-storey apartment building that houses 46 residential suites, utility rooms, balconies, a hydro vault, bicycle storage areas, and landscaped outdoor areas. 

Unit 2, which has received conditional Site Plan Approval, will feature an 18-storey tower with a four-storey podium. 

The new structure will encompass 238 residential suites, utility rooms, delivery rooms, commercial spaces, bicycle storage areas, balconies, and a hydro vault. 

The building will also provide various amenities, including a gym, meeting room, lounge, rooftop patio, and both above and below-grade parking facilities. 

The development’s common elements will include surface-level parking, parking garage entry driveways, ramps, landscaped areas, and garbage enclosures, all of which will be shared between the two units. 

The development will provide a total of 200 parking spaces, with 166 spaces allocated for residential parking at a rate of 0.6 spaces per unit, 24 spaces allocated for visitor parking at a rate of 8%, and ten spaces designated for commercial parking at a rate of one per 28 square metres, which accounts for 5% of the total. 

Additionally, there will be nine barrier-free parking spaces, which include two spaces plus 2% of the total, and 35 future electric vehicle parking spaces, which account for 20% of the residential and non-residential parking spaces.

Bicycle storage will be accommodated with 142 Class A spaces, which is 0.51 spaces per unit, and 14 Class B spaces, which is six more than required. 

The development conforms to the land use designation of the Urban Area and Delineated Built-Up Area in the Regional Official Plan (ROP), which permits urban uses such as residential developments. 

The subject lands meet the requirements for high-rise residential development, and the new building has been conditionally approved within the existing RES-7 zoning parameters. 

The development’s Floor Space Ratio (FSR) is set at 4.00, with a total building coverage of 1,822 square metres, which is 32% of the site, and a landscaped area of 1,163 square metres, which is 20% of the site. 

The commercial space within the new 18-storey building will cover a total gross floor area of 280 square metres.

The Draft Plan of Condominium Application for this development is scheduled to be reviewed by the Planning and Strategic Initiatives Committee at a meeting on August 12, 2024. 

This step is crucial for the project’s advancement, allowing for the creation of two separate residential units and the establishment of common elements.
