GUELPH — Carson Reid Homes has submitted an application for a Draft Plan of Subdivision and Zone Change for properties located at 20 and 37 Cityview Drive in Guelph.
The proposed development, situated along the east and west sides of Cityview Drive and north of the existing Metrolinx rail line, aims to introduce a mixed-density residential community alongside a neighbourhood park while preserving natural heritage features on the site.
The subject lands have been subject to an extensive planning process since the initial submission in March 2012.
The proposal has evolved to its current state following several revisions and consultations, including the Environmental Advisory Committee, the Grand River Conservation Authority, and City staff.
The proposed subdivision plan encompasses a mixed-density residential development comprising single-detached dwellings, semi-detached dwellings, on-street townhouse dwellings, and a cluster townhouse block accommodating stacked townhouse units totalling 234.
The plan includes amenities such as a neighbourhood park, two stormwater management facilities, a trail system, walkways, and open space.
Significant alterations from the original draft plan include eliminating an initially proposed apartment block along Watson Parkway North, with the area now designated as a natural heritage system to be conveyed to the city.
The setback to the Metrolinx property line has been increased to ensure slope stability.
At the same time, adjustments to road connections have been made based on feedback from City staff to enhance safety and traffic flow.
The subject lands, spanning 17.684 hectares, include Block 113, comprising wetland, woodland, and natural heritage features totalling 6.566 hectares.
The city’s Parkland Dedication By-law dictates that areas designated as natural heritage features are excluded from parkland dedication calculations.
As such, the proposed parkland dedication exceeds the by-law requirements, with a park of 0.780 hectares planned, satisfying the development needs without needing a cash-in-lieu payment.
Furthermore, the development plays a crucial role in the city’s master trail network, facilitating connectivity between the Cedarvale community to the west, the Cityview community to the northeast, and the east-end Community Mixed-Use Centre.
A walkway connection has also been established between Henry Court and Cityview Drive, enhancing pedestrian accessibility within the neighbourhood.
The proposed zoning amendment seeks to align with the new Comprehensive Zoning By-law for the City of Guelph, reflecting the established land uses outlined in the draft plan of subdivision.
With various reports addressing environmental impact, servicing, and stormwater management, the proposal aims to integrate seamlessly with existing and approved developments in the vicinity.
Pending approvals, the proposed development presents an opportunity for sustainable growth and community enhancement in Guelph, catering to diverse housing needs while preserving the area’s natural beauty and fostering connectivity among residents.
