A development proposal for nearly 3,000 new residential units across two sites is under review

WATERLOO — A development application for 13 new mixed-use towers ranging from 6 to 35 storeys in height, is only minutes from Conestoga Mall. 

The subject lands are 435 King Street N. and 450-460 Weber Street N. Applications for Official Plan and Zoning amendments were requested by the developer, Lianting Chen. 

The mixed-use project is to be built in three phases, with a master plan guiding the policies and execution of the development. 

The proposal offers a range of site uses, including residential, commercial, and office use. 

The commercial and office uses are proposed in buildings closest to Weber and King Street. 

Building height for the development sites is requested to range from 21.0m up to 115.0m, depending on the height per tower. 

A total of 2972 residential units, in the form of 2,861 apartments and 111 stacked townhouse units, have been requested in the proposal. 

Additionally, the development would offer 10,877 square metres of office space, 1,330 square metres of childcare space, and 2,685 square metres of commercial space. 

The zoning amendment application requests changes to the current permitted guidelines for the zoning by-law. 

Examples include but are not limited to density, maximum building height, increased non-residential uses, and rezoning of the sites. The developer is requesting to rezone the two subject properties. 

“Rezone 435 King Street North from Mixed-Use Community Commercial-81 (C1-81) and Corridor Commercial-81 (C5-81) to Residential Mixed-Use-81 (RMU-81)” and “Rezone 450-460 Weber Street North from Zone Change Application (ZC) to Residential Mixed-Use81 (RMU-81),” as stated in the Planning Justification Report. 

Rezoning these properties allows the proposed mixed-use development to occur with requested regulations specific to the subject lands. 

The requested zone change to (RMU-81), would permit a density of 750 bedrooms per hectare. 

A provision to ensure the Weber Street lands will not exceed 600 bedrooms per hectare has been suggested. 

The King Street lands have requested the full permitted density of the new requested zoning of 750 bedrooms per hectare. 

The maximum building height for the new zoning would permit 81.0m, equivalent to 25 storeys. 

Several towers are proposed to exceed the allowed building height. These tower heights are proposed at 115.0m (35 storeys) and 92.0m (28 storeys) for the King Street towers. 

The Weber Street buildings are intended to contain a maximum height of 6-storey podiums, with the tower portions set back further from the street frontage. 

While limiting the building heights closest to the street frontage, the buildings closest to the south of the street would maintain 40.0m (12-storeys). 

A request to increase the non-residential uses has also been requested as part of the amendment. These uses include commercial services, retail stores, a private school, and a commercial school. 

Also, of the above non-residential use requests, the amendment includes a request to allow these uses on any storey within the base of the building. 

An Official Plan amendment application was submitted to re-designate the lands to permit the proposed high-density, mixed-use residential development. 

Allowing the non-residential uses, removing site-specific policies from 435 King Street North (Specific Provision Area 44), and permitting varying building heights across the sites have also been requested for the Official Plan amendment. 

A parking rate of 1.05 spaces per dwelling unit (0.95 for residents and 0.1 for visitors) has been proposed for the sites. 

The development would offer 3,517 parking spaces and 1,780 bicycle spaces. Parking spaces would be offered at surface level and above- and below-grade structured surfaces.
