A developer requests a zoning amendment to permit a development proposal in London

LONDON — A proposal for 21 new residential townhouses at 1982 Commissioners Road East and part of 1964 Commissioners Road East requests a zoning by-law amendment to rezone the sites and add special provisions. 

Siv-ik Planning and Design Inc. has been obtained by the developer and owner of the site, Royal Premier Developments, to represent the developer. 

The site is located within the Jackson Planning District and has an existing single detached dwelling. 

As stated in the Planning and Design Brief, the development concept plan provides 42 parking spaces for residents at a parking ratio of 2.1 spaces per unit, and two visitor spaces are provided for the whole proposal. 

Also, the townhouses are proposed as seven two-storey rear-lane towns and 12 three-storey back-to-back stacked towns. 

The site is also approximately 0.353 hectares in size and is zoned as an ‘Urban Reserve (UR4) Zone.’ 

Currently, the site’s zoning permissions require 1.0 parking spaces per unit for cluster towns and 0.5 spaces per unit for stacked townhouses. 

A requested zoning amendment for the subject lands requests to rezone the lands ‘Residential R5-7 Special Provision (R5-7(_)) zone.’ 

Rezoning the property would permit the proposed development of street towns and stacked townhouses. 

The proposal includes a building height of 12.0m or three storeys, which is the maximum building height permitted and a maximum density of 60 units per hectare (59 units per hectare is proposed), which is the maximum density permitted.

Special regulations are required to permit the development. Examples of the regulations include but are not limited to reducing the yard setbacks from the required 8.0m for the front yard depth, where 3.0m is requested. 

Also, special provisions have been requested for a rear yard setback from the requirement of 3.0m to 1.5m and a north yard setback from 3.0m to 1.8m, as stated in the public meeting notice.
