KITCHENER—At 229 Wellington Street N., in the Mt. Hope/Breithaupt neighbourhood, a developer proposes constructing a 13-unit building within an area identified as a Cultural Heritage Landscape of Significance.
The developer for the infill project, Peter Markin, proposes to construct the units behind the existing two-storey duplex.
The proposal’s zoning by-law amendment requests that the subject lands be rezoned from RES-4: Low Rise Residential Four to RES-5: Low Rise Residential Five with site-specific provisions.
Changing the zoning for this development allows for a higher building height, an increase in floor space ratio and additional units.
The proposal request requires site-specific provisions, which include an increase in floor space ratio up to a maximum of 0.75, where the RES-5 zoning allows up to 0.60.
Also requested is an increase in the maximum building height; where current zoning allows for a maximum of 11.0 metres, the developer asks for 12.0 metres.
To maintain the desired look of the neighbourhood, the concept design of the new building blends in with the existing building and there will be no setback in the front, meaning the front of the property will remain the same as it is currently.
The application proposes reducing the number of parking spaces per dwelling unit from 1.15 to 0.46, including visitor parking spaces. Markin intends to create ten parking spaces in total.
The parking spaces include six spaces for residents, one visitor space, two spaces for electric vehicles, and one barrier-free type B accessible space. There are also 19 bicycle spaces, equalling more than double the required amount (12 spots).
The subject’s location is also close to downtown Kitchener via walking/cycling and is within 200 metres of the VIA/GO station, and there is a GRT route in the neighbourhood.
Markin intends to develop four 1-bedroom units and one 2-bedroom unit as affordable, with the remaining rental units at market rate.
