A 44-storey building is proposed for the former CTV Kitchener site: requesting approval for a zoning amendment

KITCHENER — Vive Development, represented by MHBC Planning, has proposed a significant redevelopment at 864-872 King Street West. 

The project involves the construction of a 44-storey residential building with a six-storey podium, housing a total of 455 rental residential units. 

The development represents the first phase of a planned multi-phased project for these subject lands.

The sites are designated within a Major Transit Station Area (MTSA) and classified as Mixed-Use within the Kitchener Official Plan.

This year, in 2024, the subject lands have been rezoned to the SGA-4 (Strategic Growth Area 4) zone. 

This zoning was approved through the City of Kitchener’s Growing Together amendments, which rezoned lands in seven of the ten of the City’s Protected MTSAs. 

Prior to this, the subejct lands were zoned as “High Intensity Mixed Use Corridor – MU-3,” and in 2019, a by-law amendment (2019-051) proposed a change to “High Rise Mixed Use Four – MIX-4.” 

The subject lands, covering 1.6 acres with a frontage of approximately 205 feet and a depth of 264 feet, currently host an office building built in 1953, previously owned by CTV Kitchener.

The building includes approximately 33,000 square feet of space, along with a communication tower and surface parking lot. 

The proposed development will offer a mix of indoor and outdoor amenity spaces, covering a total area of 5,389 square metres. 

These amenities will include indoor rooms as well as outdoor areas at the ground level and on the podium/rooftop, providing residents with a variety of options. 

Parking provisions for the development have been integrated into the design. 

A total of 261 parking spaces are planned, across the six podium levels and two underground levels, all of which will be accessible with entry from Pine Street. 

A neighbourhood meeting is scheduled for September 18, 2024, to gather community input on the proposed development. 

Following the neighbourhood meeting, the proposal will be presented to the planning committee on October 28, 2024, for further consideration. 

More information on the details of the development are expected to be released as the development progresses through the planning stages.
