Council Approves Medium-Density Apartment Development at Southdale and Easy Street

LONDON – City Council has approved Paradise Homes Inc.‘s proposal to redevelop 566 Southdale Road East and 818 Easy Street into a 3.5-storey walk-up apartment building. This project, located in the White Oaks Planning District, will bring 16 residential units to the area, enhancing medium-density housing options.

Development Details

The approved development will feature:

  • 16 residential units in a modern walk-up apartment building.
  • 17 surface parking spaces, with 16 for residents and 1 for visitors, exceeding the city’s minimum parking ratio of 0.5 spaces per unit with a ratio of 1.06 spaces per unit.
  • A site size of 0.16 hectares, with 32.5 metres of frontage and 49.7 metres of depth.

Zoning By-law Amendment

The site’s zoning was updated from Residential R3-2 (low-density uses) to a holding Residential R3/Residential R8 Special Provision (h-18*R3-2/R8-4(_)) Zone. This amendment accommodates the medium-density development while introducing site-specific zoning provisions:

  • Interior Side Yard Setback: Reduced from 4.5 metres to 1.8 metres.
  • Rear Yard Setback: Reduced from 6.0 metres to 1.0 metre.
  • Building Height: Maintained at 12 metres, within the R8 Zone’s allowance of 13 metres.
  • Density: Approved at 102 units per hectare, exceeding the standard 75 units per hectare.

The development is situated in the White Oaks Planning District, on a 0.16-hectare site that aligns with the City of London’s Official Plan to support medium-density residential growth. The property offers proximity to key amenities and transit routes, making it ideal for urban living.

Site Plan and Design Considerations

Council has directed the Site Plan Approval Authority to address several design elements, including:

  • Reducing surface parking to increase on-site amenity space.
  • Screening parking areas along Easy Street with an all-season landscape buffer.
  • Increasing parking lot separation from property lines by 1.5 metres, where feasible.
