45-storey landmark tower approved for King Street West redevelopment in Kitchener

KITCHENER — On November 18, 2024, Kitchener City Council approved the redevelopment of 864-872 King Street West, a high-rise residential project led by King Pine Kitchener Inc. and co-owner Vive Development. 

The development features a 45-storey residential tower with around 304 rental units, down from the original 456 to make room for larger units to incorporate 3 bedrooms. 

The development will be replacing the vacant office building currently occupying the site. 

During the council meeting, Pierre Chauvin from MHBC Planning, representing Vive Development, outlined several revisions to the proposal. 

Notably, the tower portion of the building, excluding the podium, has been shifted one metre northward toward the adjacent park space. 

Additional changes included:

● An increase in the floor space ratio (FSR) from 7.3 to 7.9. 

● An increase in the maximum floor plate area of the seventh storey to 2,146 square metres. 

● A reduction in the required physical separation between towers from 4.2 metres to 3.7 metres for storeys 13 and above. 

The project represents the first phase of a multi-phase redevelopment, with plans including a 55-storey tower featuring a 28-storey step-back and a 14-storey tower positioned on a six-storey parking podium. 

The approved development aligns with Kitchener’s Growing Together planning framework. 

It involves a zoning change from High Intensity Mixed Use Corridor 3 (MU-3) under Zoning By-law 85-1 to Strategic Growth Area Four (SGA-4), supporting high-density, transit-oriented development within Major Transit Station Areas (MTSAs) such as the nearby Grand River Hospital ION station. 

Council’s decision includes a stipulation that the proposed by-law to amend Zoning By-law 2019-051, as amended by By-law 2024-065, will have no force and effect until By-law 2024-065 (Growing Together PMTSAs) is fully in effect. 

The design revisions include:

● A decrease in residential units from 456 to about 304. 

● An expansion of parking provisions to 272 vehicle spaces. 

● 456 bicycle parking spaces. 

The tower’s orientation was rotated by 90 degrees, and setbacks were updated to enhance separation distances: 4.7 metres from the northern property line, 14.6 metres from the eastern boundary, and 14 metres from the southern edge. 

The project also includes two levels of underground parking and 5,389 square metres of combined indoor and outdoor amenity space. 

This development aligns with the city’s goals for high-density, transit-accessible communities, marking significant progress within the Strategic Growth Area Four (SGA-4) zoning district.
