LONDON, December 2024 — The City Council announced during its meeting on December 17, 2024, that the proposed high-rise mixed-use development at 415 Oxford Street West has been withdrawn. The application, submitted by Zelinka Priamo Ltd. on behalf of Rand Developments, will not proceed unless re-submitted for consideration.
Proposal Overview
The initial proposal included amendments to the Official Plan, The London Plan, and the Zoning By-law to permit:
- Two multi-tower buildings reaching 22 storeys.
- A total of 704 residential units.
- 750 square metres of retail space.
- Five-storey podiums and integrated parking with a ratio of 1.03 spaces per unit.
- A 60-metre-wide valley corridor with a multi-use trail.
The 3.8-hectare site is currently zoned for Commercial Recreation and Open Space, with planning policies limiting buildings to 12 storeys.
Reasons for Withdrawal
City planning staff recommended refusal of the application for the following reasons:
- Non-Compliance with The London Plan:
- The London Plan directs high-intensity developments to Downtown, Transit Villages, and Rapid Transit Corridors.
- Provincial Policy Statement (PPS) 2024: The proposal was deemed inconsistent with provincial policies for sustainable and appropriate growth.
- Premature Application:
- The proposal relied on unresolved floodplain realignment and servicing needs linked to the Mud Creek Environmental Assessment.
Next Steps
With the withdrawal, no decision will be made unless Rand Developments re-submits the application. For now, the site will remain vacant and retain its current zoning for Commercial Recreation and Open Space.
