LONDON — The Municipal Council approved a 52-unit residential development at 4040 Colonel Talbot Road on December 17, 2024. Submitted by Sifton Properties Limited, the project introduces a mix of medium-density housing to the Lambeth Neighbourhood.
Development Overview
The 0.8-hectare site will feature:
- Two three-storey stacked townhouse blocks positioned at the rear.
- Two two-storey townhouse blocks closer to Colonel Talbot Road.
- A total of 52 residential units with a density of 65 units per hectare, exceeding the previous limit of 50 units per hectare.
The design balances density and compatibility with the surrounding neighbourhood, adhering to the city’s 12-metre height restriction for medium-density residential areas.
Official Plan and Zoning Amendments
To enable the development, council approved amendments to the Southwest Area Plan (SWAP) and Zoning By-law:
- Land Use Redesignation:
- Changed from Low-Density Residential to Medium-Density Residential on Schedule 4 (Southwest Area Land Use Plan) and Schedule 6 (Lambeth Residential Neighbourhood Land Use Designations).
- Zoning Change:
- Rezoned from Urban Reserve (UR3) to Residential R8 Special Provision (R8-4(_)) Zone, aligning with the updated Official Plan.
Parking and Accessibility
The development meets municipal parking requirements with 77 spaces, including:
- 52 resident spaces (one per unit).
- 6 visitor spaces.
- Bicycle parking and pedestrian pathways linking the site to Colonel Talbot Road.
Landscaping and Design Enhancements
The site plan includes several design and landscaping elements to enhance aesthetics and functionality:
- Block D Orientation: Facades and entrances facing Colonel Talbot Road.
- Outdoor Amenity Space: Centrally located to serve all residents.
- Tree Planting and Landscaping: Minimized paved areas to maximize green space and improve environmental value.
Supporting Medium-Density Growth
The project transitions the property from Low-Density to Medium-Density Residential use, in line with the London Plan and Southwest Area Secondary Plan policies.
This development supports compact urban growth, offering modern housing while maintaining compatibility with the neighbourhood’s character.
