27-storey mixed-use development at 2980 King Street East approved by planning committee, awaits council decision

KITCHENER — At the September 16, 2024, planning committee meeting, the Official Plan Amendment Application OPA24/008/K/ES and Zoning By-law Amendment Application ZBA24/014/K/ES for 2980 King Street East, proposed by Charcoal Properties Limited, were approved. 

The amendments, which facilitate the development of a 27-storey mixed-use building with 436 residential units and 692 square metres of commercial space, now require approval from council. The development is scheduled to go before the council on September 30, 2024. 

The Official Plan Amendment introduces Specific Policy Area 76 to the Official Plan, allowing the proposed development to exceed the standard height and Floor Space Ratio (FSR) limits. 

The Zoning By-law Amendment will replace the existing Site-Specific Provisions with new standards tailored to the project’s scale, including a maximum building height of 103 metres and an FSR of 11.0. 

Initially proposed at 32 storeys, the development was reduced to 27 storeys following comments from the Region of Waterloo, which raised concerns about the building’s potential impact on airport operations. 

The development will feature 436 residential units, divided into 232 one-bedroom units, 188 two-bedroom units, and 16 three-bedroom units. 

There will be 692 square metres of commercial space on the ground floor, along with 339 parking spaces and one level of underground parking. 

The building will also offer 1,452 square metres of outdoor amenity space on the rooftop of the 6th-floor podium and 246 square metres of indoor amenity space on Level 6. 

The development site, currently occupied by a commercial building with restaurants and a parking garage, is located at the intersection of King Street East and Fairway Road. 

The project aligns with the City of Kitchener’s Official Plan, which designates the area as ‘Mixed Use,’ permitting a range of residential and commercial uses. 

With approval from the planning committee, the project is now set to move forward to the next stage of approval at the council meeting on September 30, 2024. 

The Region of Waterloo has requested a Holding Provision to ensure noise studies are updated and implemented before new land use is permitted.
