NORTH DUMFRIES — A Minor Variance Application (File No. A-15/24) has been submitted for 1889 Seaton Road by Peter Copil on behalf of property owners Laverne and Kara Pharoah. The application seeks approval for the construction of a one-storey addition and an extended covered porch that encroach into the required front yard setback of this rural residential property.

Proposed Development Details

The property, located on the southwest side of Seaton Road in the Clarkson rural settlement area, features:

  • Total Area: 5,135 square metres (1.2 acres).
  • Frontage: 48.7 metres (159.7 feet) along Seaton Road.
  • Existing Development: Single-detached dwelling with private servicing.

The proposed additions include:

  1. One-Storey Addition: Measuring 6.62 metres by 3.09 metres (approximately 20.5 square metres).
  2. Covered Porch Extension: Measuring 6.62 metres by 1.65 metres (approximately 10.9 square metres).

These changes will reduce the front yard setback from the existing 15.36 metres to 10.55 metres, requiring a variance from Section 6.10.1 of the General Zoning By-law 689-83.

Zoning and Variance Requirements

The property is zoned Zone Z.2 (Rural Residential) under North Dumfries’ General Zoning By-law. The by-law requires that building setbacks for existing structures align with the distance from the street line to the closest point of the building. The proposed setback reduction necessitates a minor variance to accommodate the planned additions.

Public Hearing Details

The application will be reviewed during a hybrid Committee of Adjustment meeting on November 26, 2024. Residents and stakeholders can attend in person or participate online to provide input on the proposed variance.

Supporting Rural Residential Development

This minor variance application supports the improvement of rural residential properties while maintaining compliance with local zoning regulations. The proposed additions aim to enhance the functionality and aesthetics of the property while respecting the character of the Clarkson rural settlement area.
