LONDON, February 2025 — Drewlo Holdings Inc. has submitted a planning application for the development of 1782 Kilally Road, a 36.75-hectare site located between Highbury Avenue North and Clarke Road. The proposed project includes a mix of residential options, green spaces, and supporting infrastructure, delivering up to 950 housing units.
Development Highlights
The project encompasses:
- 225 single detached residential lots.
- Three medium-density residential blocks for townhomes or low-rise apartments.
- Five local streets, a public park block, three walkway blocks, and an open space block.
- 22.28 hectares designated for development within the 36.75-hectare property.
The proposed housing mix supports the Neighbourhoods Place Type outlined in the London Plan, offering single detached homes, cluster townhomes, and low-rise apartments.
Zoning and Official Plan Amendments
The current zoning for the subject lands is Urban Reserve (UR4) and Open Space (OS5). Drewlo Holdings has requested the following amendments:
- Residential R1-13 Zone: For single detached lots.
- Special Provision Residential R8-4(_) Zone: For medium-density blocks, allowing:
- Townhouse uses within medium-density areas.
- Front yard setbacks reduced to 2.0 metres, with a maximum setback of 6.0 metres.
- Increased building height up to 22.0 metres (six storeys).
- Reduced landscape open space requirement to 25% (below the standard 30%).
- Expansion of the OS5 Zone: To protect environmentally sensitive areas.
An Official Plan amendment is also proposed to reclassify portions of the site from Environmental Review to Neighbourhoods Place Type, consistent with recommendations from the Environmental Impact Study (EIS).
Environmental Protection and Green Space
The development integrates environmental measures, including:
- Setbacks and restoration efforts to safeguard the Kilally Woodland ESA.
- Retention of natural features in the open space block, contributing to biodiversity and ecological preservation.

- Integration with the Thames Valley Parkway (TVP) trail system via three walkway blocks.
Transportation and Accessibility

- Two new road connections to Kilally Road.
