KITCHENER, December 2024 — The Committee of Adjustment has approved several minor variances to facilitate the redevelopment of 15-105 Mooregate Crescent into a high-density, mixed-use affordable housing community. The project will feature 378 residential units and community-oriented amenities, advancing affordable housing initiatives in Kitchener.
Project Overview
The redevelopment includes:
- Two buildings: A nine-storey building and a 16-storey building.
- 378 affordable residential units with a mix of one- to five-bedroom layouts.
- Non-residential amenities, including retail spaces, a daycare, and a health clinic.
Approved Variances
The Committee approved the following variances to the Zoning By-law:
- Balcony Setback:
- Approved: 1.1 metres from the street line.
- Required: 3 metres.
- Westerly Interior Yard Setback:
- Approved: 2.9 metres.
- Required: 4.5 metres.
- Non-Residential Gross Floor Area:
- Approved: 1,100 square metres per use.
- Permitted: 600 square metres.
- Patio Requirement Waiver:
- Ground-floor units are not required to have patios with direct access, as typically mandated.
Zoning and Urban Design Provisions
The site is located within the RES-7 zone, allowing for high-density residential developments with no maximum height restriction. However, the project is subject to Holding Provision 35H, requiring an Urban Design Brief to ensure appropriate transitions to adjacent low-rise residential areas.
The Urban Design Brief has been reviewed and approved by Kitchener’s Urban Design staff, and the developer has applied to remove Holding Provision 35H from the site.
Next Steps
Although the minor variances have been approved, the proposed zoning amendment for the site still awaits final approval from Kitchener’s Municipal Council. Once fully approved, the project will contribute to the city’s affordable housing supply while offering vital community services to residents in the Victoria Hills neighbourhood.
