LONDON – On November 26, 2024 City Council approved a four-storey, 22-unit apartment development at 1408 and 1412 Commissioners Road West, led by Domday Developments and represented by Zelinka Priamo Ltd. The project replaces the existing Residential R1 (R1-8) Zone with a Residential R8 Special Provision (R8-4(_)) Zone, facilitating medium-density housing in line with The London Plan.
Development Details
The approved development includes:
- 22 residential units across four storeys.
- A site density of 73 units per hectare, consistent with the Neighbourhoods Place Type in The London Plan.
- 22 parking spaces, with parking restricted to the interior side and rear yards.
Key zoning changes allow for:
- A reduced front yard setback of 1.0 metre.
- An increased building height of 14.5 metres.
Measures to Ensure Neighbourhood Compatibility
To integrate the project seamlessly into the surrounding low-density residential area, Council has directed several enhancements during the site plan process:
- Landscaping Improvements: Enhanced landscaping along interior and rear property lines to improve privacy and visual appeal for neighbors.
- Building Placement: The main façade and entrance will face Commissioners Road West to align with the streetscape and pedestrian pathways.
- Enhanced Fencing: Installation of a board-on-board fence exceeding by-law standards for added privacy.
- Visitor Parking Management: Two designated visitor parking spaces in the front yard, set back at least 4.0 metres from the front lot line.
- Tree Preservation Plan: Protection of existing trees along the rear lot line with a plan subject to Urban Forestry’s approval.
- Lighting Specifications: A photometric plan to ensure shielded, wall-mounted lighting minimizes impact on neighboring properties.
Urban Efficiency and Design
This development demonstrates efficient land use within London’s Built Area Boundary, balancing increased residential density with thoughtful urban design. By incorporating enhanced landscaping, privacy measures, and compatibility-focused directives, the project maintains harmony with the existing low-density neighborhood.
Next Steps
The project will proceed to the site plan approval stage, where the detailed measures outlined by Council will be finalized to ensure compliance and high-quality design standards.
