LONDONTricar Properties Limited, represented by Zelinka Priamo Ltd., has submitted a Zoning By-law Amendment application for the redevelopment of 1378-1398 Commissioners Road West in the Byron neighbourhood. The proposal seeks to construct a six-storey mid-rise apartment building with 67 residential units.

The 0.58-hectare site fronts Commissioners Road West, designated as a “Civic Boulevard” under The London Plan, and lies within the Neighbourhoods Place Type. Surrounding uses include residential, institutional, and commercial developments.

Key features of the proposed apartment building include:

  • 67 residential units spread across six storeys.
  • 72 parking spaces (1 space per unit).
  • Bicycle Parking:
    • 61 secured long-term spaces.
    • 8 short-term spaces.
  • Outdoor and indoor amenity spaces to be finalized during Site Plan Approval.

Zoning Amendment and Site-Specific Provisions

The subject lands are currently zoned “Residential (R1-8)”, which permits single-detached dwellings. The proposed rezoning to “Residential R9-3(_) Zone” includes the following site-specific provisions:

  1. Front Yard Setback: Reduced to 2 metres (required: 10 metres).
  2. Exterior Yard Setback (Reynolds Road): Reduced to 4.2 metres (required: 8 metres).
  3. Rear Yard Setback: Reduced to 20 metres (required: 21 metres).
  4. Maximum Building Height: 25 metres.
  5. Front Lot Line Designation: Commissioners Road West to be the front lot line.

These provisions accommodate the building’s design while balancing landscaping, mobility, and compatibility with the surrounding neighbourhood.

Public Consultation and Next Steps

A public meeting is scheduled for February 19, 2025, to discuss the proposal and gather feedback from stakeholders. The City of London will further assess the application for compliance with regulations during the Site Plan Approval process.
