KITCHENERNEO Architecture Inc., on behalf of Habitat for Humanity, has proposed the construction of two 2-storey semi-detached dwellings at 100-106 St. George Street in the Cedar Hill Neighbourhood. The project aligns with the city’s goals for gentle intensification within the Major Transit Station Area (MTSA) and Strategic Growth Area A designations outlined in the 2014 Official Plan.

Development Highlights

The proposed development includes:

  • Two semi-detached dwellings designed to complement the cultural heritage of the Cedar Hill Neighbourhood.
  • Plans for parking and landscaping to maintain consistency with the existing streetscape.
  • A focus on gentle intensification, promoting urban growth in line with the area’s MTSA and SGA-A designations.

Zoning and Minor Variance Application

The site is currently zoned Residential Five Zone (R-5) under Zoning By-law 85-1. To proceed, the development requires a minor variance to:

  • Reduce the front yard setback from 6.58 metres to 6.0 metres.

This variance aligns with the pending SGA-1 zoning update, which allows for a minimum front yard setback of 4.5 metres or 6.0 metres when off-street parking is provided.

Previous and Pending Applications

  • In 2023, a consent application was approved to sever the property into two parcels.
  • Additional severances will be needed to establish each semi-detached unit as an independent property.

Planning and Community Considerations

Planning staff determined that the reduced setback meets the general intent of the Official Plan and Zoning By-law, with no anticipated adverse impacts on adjacent properties. The proposed design:

  • Respects the cultural heritage of the Cedar Hill Neighbourhood.
  • Maintains compatibility with the streetscape.
  • Incorporates traditional design elements.

Tree Preservation and Conditions

Approval of the variance is contingent on submitting a Tree Preservation and Enhancement Plan to:

  • Protect city-owned street trees.
  • Ensure compliance with the City’s Tree Management Policy and Urban Design Manual.

Outstanding conditions from the 2023 consent application, specifically regarding tree protection, must also be resolved before construction begins.

Next Steps

The Committee of Adjustment will review the minor variance application on November 19, 2024. If approved, this project will contribute to urban intensification and support sustainable growth in Kitchener.
